Ignore_changes block in app_gw resource doesn't work for ssl_certificate

Looks like it’s the same error as in this issue. It was fixed in 2.33.0 version of “azurerm” provider, we are using 2.29. We’ve tested the pipeline with the recommended version and all works well. @danielscholl please take a look.
