Draft: Updated Airflow and Istio configuration in helm functions script

Following changes have been done -

  • Added a separate function for generating istio values.
  • Updated Airflow generate values function to bring it in sync with the latest ReadMe.
  • Updated conditions in helm_install script for istio deployment
