Support ingestion payload for Workflow service > 12MB

Currently, the community has put 12MB as the upper limit for Workflow Service in order for the Workflow Service to run at its most optimal and efficient manner.

Request from Exxon to handle (Manifest By Reference DAG) ingestion of records larger than 12MB.
