Update Status end point is publishing INGESTOR stage GSM messages

Update status endpoint in workflow service is publishing "INGESTOR"stage GSM messages. Workflow service update status endpoint can be called by user and this case "INGESTOR" stage in published GSM message doesn't seems valid. Workflow service can publish GSM message with "WORKFLOW" stage to give clear distinction regarding the source of GSM message.
