This MR brings in several important changes to fix the pipeline in the release branch.

!17 (closed), which was manually merged due to high entropy strings in the patch + desire to squash the commits
!22 (merged), which fixes the NOTICE attributions
Comment out the IBM pipeline, since it is not in scope for this release
