Azure Gitlab CI CD pipeline changes
The MR contains pipeline/ helm chart related changes. Added: Service, deployment, istio auth charts for CI/CD pipeline, added development-pipeline and pipeline.yaml for osdu dev and demo pipelines. Modified code: AAD Authentication uses conditional authentication where a env flag toggles the auth between istio and aad. Added code for Istio Auth.
Pipelines in Osdu dev and demo ado are working correctly.
