Updated to the current dataset API model (updated here: osdu/platform/system/lib/core/os-core-common!190 (merged)) - related to issue: https://community.opengroup.org/osdu/platform/data-flow/ingestion/external-data-sources/external-data-framework/-/issues/257 and osdu/platform/system/dataset#48 (closed).

MR osdu/platform/system/dataset!296 (merged) must be merged first to update the Dataset API using the new model.

Also, includes changes to update the AWS SPI to latest milestone.
