Bug - EDS Naturalization: Improve error message when re-naturalization of same record

Background

1. When EDS naturalization is triggered after EDS Ingest, the records needs to be naturalized (currently, working ady)
2. When the same record is re-naturalized by re-run the EDS naturalization on the same record, the error message is unclear. It should state that this record has been naturalized and skip it (currently, it failed without proper error)

Value

• (User Clarity) User is aware of the record has been naturalized and skipped accordingly to ensure other record that require naturalization can be naturalized
• Reduce processing/execution time for re-naturalization saving operation cost

Workaround

• Perform EDS naturalization with EDS Ingestion for the record
• Ensure that record that has been naturalized is not added re-naturalized
