Changes:

• Delete legacy code of uploading xml files via GCP Storage
• Make using osdu_api.ini optional in the WITSML parser image. Now we can use for instantiating Python SDK Clients the following environmental variables: STORAGE_SERVICE_URL, DATASET_SERVICE_URL, and STORAGE_SERVICE_URL.
