Azure: Taking Event Grid changes

This MR is making relevant changes in WKS service in order to absorb Event Grid changes introduced in Storage service by this MR osdu/platform/system/storage!110 (merged)

Appropriate Infrastructure changes are already made to support this change osdu/platform/deployment-and-operations/infra-azure-provisioning!97 (merged)

The new flow from Storage Service -> Event Grid -> Service Bus -> WKS service was validated against a test environment
