Provider - Add configuration support for Environment Variables

Goal: Provide native environment variable support for Ignite Configuration options within Provider to support deployment options for CSPs.

Acceptance Criteria: The ignite object within koop-config.json optionally accepts environment variables instead of the hardcoded configuration values.
