Commit latest R3 1.0.0 schemas snapshot to community repo

There has been good work done by the Data Definitions team on refining the R3 1.0.0 version of the schemas. While the work is ongoing, it would be helpful to have a snapshot of the latest release shared on the Community Data Definitions repo.
