Added GetVolumeSubsetBufferSize() API to calculate required size of a buffer for a call to RequestVolumeSubset.

Fixed name of VDS chunk metadata key since it was changed not to have hyphens (kebab-case) because it is not valid for Azure BLOB storage metadata keys.

Only implemented  requestVolumeSubset

and move OpenVDS::Range and OpenVDS::Vector files into the OpenVDS
public header folder

Changed VolumeDataAccessManager so it uses the completion callback to take requests out of the pending requests and started putting things in place so the metadatapage can be updated when the request completes. Changed some places to use fmt::format and removed the getDimensionsGroupString() method since we were only using it to build a string that was identical to the one you get from getDimensionGroupName().

with some new upload error checking api

Changed the isReadWrite parameter to createVolumeDataPageAccessor to be an AccessModeEnum with an AccessMode_Create option so we can handle ProduceStatus better (passing this accessmode changes the produceStatus of the target layer to ProduceStatus_Normal).

Update JSON handling to conform to new version of OpenVDS specification. Rename everywhere 'Lod' to LOD since it is an abbreviation and not a word.
