This wasn't as clever as I thought it would be. Multiple inclusions are
considered errors. So, I added it back as part of the maven job. It's likely
that services would be including the build/maven.yml config anyway, or their
pipeline wouldn't build.

This should enable later parts of the pipeline to start as soon as their own
dependencies are satisfied, without waiting for the entire stage to complete.

Directly specifying the environment / only restrictions on container_scanning instead of using extends

The base rules for container_scanning seem to be trumping the extends one, so I
respecify them here in an attempt to override the GitLab defaults (especially
for the 'only' rule).

This reverts commit 4ab7539e.

It's a separate mount anyway, so the mv isn't any better performance than cp + rm

The maven cache might be getting in the way of some of the scanners, so before
they execute, let's move it to its normal place. Later, we have to move it back,
otherwise the cache won't get updated (and might get cleared).
