updated .envrc generation to be pulling from the correct storage urls when script is run more than once

fixing bug where already existing storage account/vaults weren't being queried properly, fixed bug where if a storage account or vault already existed, it was not being set properly so that all future requests in the script go to that already existing resource

got rid of uncesary field in keyvault query that was causing '--vault-name and --id are mutually exclusive' error message

fixed bug where if there was already a keyvault or storage account, the script would not look at those when it is run, but rather for keyvault/storage accounts with the  suffix
