Implement AWSOpenOptions init method with default arguments for region and endpointOverride (like the C++ API).

if cmake parameters TEST_SEGY_FILE and TEST_URL with optional
TEST_CONNECTION then the test will used said parameters import the SEGY
file with default parameters, and then export the VDS to a local SEGY
file. It will then do a SHA256 hash of both files and validate that the
hashes er the same.

Add overloads allowing create and open to be called only with url. And
also add GlobalState functionality

Also adds support to read R64 data through the java interface

This can be used to keep track of global counters.

Supports all data types except 'any', and works for 2d and 3d data.
The blocksize and LOD level are currently hard-coded.

remove LRU cache and revert back to a cache similar to the original design, except that we explicitly tell the cache when to drop completed inlines
